The local ward councillor in Bhagvanpur village of Vaishali district of Bihar reportedly tonsured a woman and her newlywed daughter as they protested against a rape bid.
According to the reports, Mohammad Khurshid, the ward councillor, assaulted the women with some henchmen. The police said that, after tonsuring them, he made them parade across the village. Also, a video of the incident went viral on social media.
The police arrested the ward councillor, the barber and three others, taking immediate action on Thursday. Confirming the incident, Sanjay Kumar, the SHO of Bhagwanpur police station reportedly said that the investigation of the incident is underway.

Sanjay Kumar claimed that six men tried to rape the teenager at her house. Her mother tried to rescue her, but the accused assaulted both of them physically.
One of the victims was quoted by a report as saying, “Around 6:30 pm, six men forcibly entered my house and attempted to rape me. When my mother tried to save me, they started beating us.”
However, seven people have been booked by the police under different sections of IPC including section 376 (punishment for rape) and section 511 (punishment for attempting rape).
