About six years after the Haryana Human Right Commission was set up during the Congress-regime of Bhupinder Singh Hooda, the Haryana Human Rights Commission (HHRC) has come to a virtual halt. Under the present BJP regime of Manohar Lal Khattar, the post of Haryana Human Right Chairman has been lying vacant for the past 18 months. The posts of the remaining two members on the panel have also not been filled for the past close to five months. As a result, pendency of 2,200 cases are there in the Human Right body. More than 500 complaints have in the last five months itself.
CONTRAST THIS WITH GAU SEWA PANEL
The Haryana government has filled all 16 posts in the state Gau Seva Aayog. Experts in Haryana affairs say, that a lot of Khap related complaints reach HHRC, and it creates a conflict in the state. The government is not ready to get into conflict with them. Which is why, the HHRC is non-functional since the government does not want to confront Khap bodies through HHRC, which has been created by the government. According to The Wire, a news website, a Samalkha-based RTI activist and Jan Abhiyan Manch member PP Kapoor through a petition discovered that the human rights body is virtual non-functional, though formally existent.
Nearly, 800 complaints were received in the last five months alone, a time period when the HHRC has no member. Apart from the key posts of chairman and members, 34 of the 83 other sanctioned posts are also vacant. Among other positions lying vacant are those of two registrars, one joint registrar, one assistant registrar and two special secretaries. The HHRC was set up in September 2012. Its budget annually is Rs 2.5 crore which went up to Rs 6.5 crore.
