The Hush Post: A contractor involved in the multi-crore irrigation scam surrendered in the trial court at SAS Nagar on Wednesday, where he was taken into custody by the Vigilance Department. While upholding the ruling of the Punjab & Haryana High Court to decline anticipatory bail to contractor Gurinder Singh, the Supreme Court had rejecting his bail plea on December 7. The apex court directed him to surrender within one week to join the ongoing investigations, a spokesperson of the Vigilance Bureau said. After his surrender, the Mohali court has sent him to vigilance custody till December 16.
To probe into the allegations in allotment of tenders, the Vigilance Bureau had initiated an inquiry into the number of works allotted through e-tenders by the Irrigation Department. During the investigation, the VB found that a firm owned by Gurinder Singh, Gurinder Singh & Company, was favoured by engineers of the Irrigation Department. He was allotted more than 60 per cent of total works by cost in violation of the rules and guidelines of the department.
He was given higher rates by way of single tenders ensured by tailor- made conditions and clubbing of works. During the scrutiny of documents, it came to light that the annual turnover of Gurinder Singh & Company shot up from Rs 4.50 crore to about Rs 300 crore within a short span of time, the VB spokesman said.
He said the VB had already registered a case to probe into the irregularities and corruption charges levelled against him and others in allotment of tenders under Sections 406, 409, 420, 467, 468, 471, 477-A, 120-B of IPC and 13 (2) r/w 13 (1) (d) of Prevention of Corruption Act at VB police station SAS Nagar.
