FIR sought against three Zirakpur builders, show-cause notice to 10 builders


The Hush Post: After a multi-storey building collapse in Peer Muchalla, the Zirakpur Municipal Council has recommended police action against three housing projects for not seeking completion certificate before issuing possession to the owners of the flat.

In its letter to the local police station earlier this week, the civic body claimed that Vrindavan Gardens in Peer Muchalla, Aero Homes in Ghazipur Road and Ravindra Apartment in Baltana violated provisions of the municipal building bylaws, 2010, and Punjab Apartment and Property Regulation Act.

The police said a letter has been forwarded to police concerned for action. “We are checking penal provisions before taking action,” a police official was stated as saying.

MC executive engineer Vinay Mahajan said police action has been recommended against the three projects as the issues concerning them were “chronic”.

“The builders left the projects midway, leaving occupants in the lurch. Absence of completion certificate meant the structure safety was in doubt. The MC received several complaints against these projects, but builders did not respond to notices,” he said. Aero Homes promoters, it has been learnt, are already booked for bank fraud on the occupants’ complaint.

Show-cause notice to 10 builders

The Municipal Council in the past seven days has also issued show-cause notices to builders of 10 other projects, where completion certificate is still pending. These include Springdale Tower, Chinar Apartments, Chinar Heights, Orbit Apartments, GCT Builders, Jay Baba Dyal Estate, Bollywood Heights-3, Ansal Woodbary Apartments, Tulip Heights, and Maya Garden, Phases 1 and 2.

However, there are few complaints against these projects regarding internal facilities.

Structure safety certificates sought

The Zirakpur MC has asked for structure safety certificate from under-construction projects. Around a dozen projects underway have been asked to submit certificates from reputed agencies like the Indian Institutes of Technology, Punjab Engineering College, Patiala’s Thapar institute or Dr BR Ambedkar National Institute of Technology in Jalandhar.

Some documents from Sushma Grande Residential, Sushma Joynest-blocks 1 and 2, Sushma Crescent 11, Golden Sand Apartments, GBP Centrum, Athens, and Green Lotus Avenues, which are being verified. Meanwhile, the MC has asked new flat buyers to check for completion certificate before taking possession, so that the builder is put to task in case of discrepancies.
